With estimates that Greater Sydney needs 725,000 extra homes over the next 20 years, each draft District Plan sets housing targets plus other actions to ensure the supply of housing meets demand.
Chief Executive Sarah Hill said each Council will need to prepare a local housing strategy or Councils may collaborate and prepare a district housing strategy.
"In doing so, Councils will be assessing the current and future housing needs of their residents and plan for the delivery of a five-year target.
"Our analysis shows that many councils have created opportunities to meet these targets in the short term," Sarah said.
Targets are not the only solution - new and different forms of housing will be needed
Demographic changes including those relating to age, culture and socioeconomic conditions mean that new and different forms of housing will be needed as Sydney grows.
Sarah said the supply of housing must be achieved through a range of housing types, tenures and price points.
In order to deliver this, the Commission will focus on:
- Delivery: creating conditions to support the supply of housing in well-planned locations served by sufficient local and regional infrastructure.
- Capacity: ensuring that planning controls and new investigation areas can support housing targets by 2036.
- Diversity and adaptability: diversifying housing types including small-lot housing, terraces and apartments in one, two and three+ bedroom configurations; and encouraging adaptable housing for older people, people with disability and families.
- Affordability: setting a target for affordable rental housing (as a subset of the overall housing target) in new urban renewal areas for low and very low-income households and supporting more affordable housing for moderate income households.
- Social housing: reducing homelessness and meeting the needs of a growing number of households who need social housing.
